Let's equate legislation, which is use by nation-state in policing, to any organization's format, that's rule.
In any case, a few more words would have nailed the worse part, and the root cause why an anomaly may have been persisting despite the obvious show of force, as if it can be pushed back completely.
The stem of such thing isn't necessarily the seemingly prevailing resolution being adopted or applied but it's the method of schemes that's either erratic or consistent.
So how one would see the problem from when its design is being initiated, up to its execution when it's already being carried out?
You missed the design part and you won't see the beauty and cleverness of the scheme, and the execution and you'll never be able to find out the culprits. That's it.
